Senior Recruitment Officer, New Business Development Unit

The New Business Senior Recruitment Officer will have primary oversight of sourcing efforts to identify the best candidates to be named in proposals for donor-funded programs globally. The New Business Senior Recruitment Officer will focus on sourcing, candidate identification, networking, and relationship building. The New Business Senior Recruitment Officer will work closely with the broader New Business Development team on networking and employing traditional sourcing strategies, plus developing new, creative recruiting approaches to attract competitive talent.

Your Background & Skills

  • Bachelor’s Degree in a relevant field
  • 5 years of progressive work experience, including recruitment experience in the international development industry preferred.
  • Experience in Business Development or leading USAID and other donor proposal recruitment.
  • Demonstrated experience with sourcing of passive candidates.
  • Experience serving as a lead recruiter on proposal teams and managing live and upcoming recruitment activities.
  • Extensive background working with proposal teams to develop staffing strategies.
  • In coordination with senior technical staff, has experience determining finalist candidates based on proposal criteria and anticipated project needs.
  • Strong experience in conducting salary and allowance negotiations with candidates in coordination with HR colleagues.
  • Extensive background in conducting proactive candidate outreach, screening, and interviewing candidates.
  • Ability to engage in multiple simultaneous recruitment efforts and manage or support the entire recruitment cycle.
  • Self-directed and ability to thrive and meet deadlines in fast paced environment.
  • Skilled in using tools such as LinkedIn, JazzHR, and online job boards is a plus.
  • Proficiency in Microsoft Office Suite is required.
  • Excellent writing skills and proven communication, interviewing and interpersonal skills.
  • Fluency in other languages is an asset.
  • Ability to employ a high level of confidentiality in handling candidate information.
  • Detail-oriented with the ability to prioritize work.
  • Maintain effective working relationships with broader staff to ensure understanding and support for short- and long-term recruiting needs.
  • Strong communication skills to maintain contact with proposed candidates and develop long-term relationships.
  • You must have unrestricted authorization to work in the United States, Kenya, Guatemala, or Jordan.

Your Daily Tasks

  • Serve as the lead recruiter on proposal teams and manage live and upcoming recruitment activities.
  • Work with proposal teams to develop staffing strategies.
  • In coordination with senior technical staff, determine finalist candidates based on proposal criteria and anticipated project needs.
  • Conduct salary and allowance negotiations with candidates.
  • Maintain effective working relationships with broader NBDU staff to ensure understanding and support for short- and long-term recruiting needs.
  • Coordinate and maintain a collegial relationship with HR peers on salary negotiations, offers, etc. 
  • Manage communication with contacted and proposed candidates in order to develop long-term relationships.
  • Conduct proactive candidate outreach, screen and interview candidates.
  • Develop and maintain a broad range of external networks, research and source new recruiting avenues within specialized fields, develop and sustain internal and external contacts in an effort to build a pipeline of strategic technical area experts.
  • Represent IREX to candidates.
  • Focus on sourcing, candidate identification, networking, and relationship building.
  • Work closely with the broader New Business Development team on networking and employing traditional sourcing strategies.
  • Develop new and creative recruiting approaches to attract competitive talent.
  • Work with NBDU to confirm accurate salary information for cost proposals.
  • Conduct competitive salary negotiations with proposed staff.
  • Other duties as supported.
