Director of Policy and Research

The Anti- Female Genital Mutilation Board is a state corporation under the Ministry of Gender, Culture, The Arts and Heritage responsible for implementing the prohibition of Female Mutilation Genital Mutilation Act, 2011. The Board invites applications from qualified persons for the following vacant position(s):

Director, Policy and Research (AFGM 2)- Vacancy No. AFGM/2/2023 (1post)-Contract basis

a. Duties and Responsibilities

i. Overseeing formulation, review and implementation of policies, strategies, standards, guidelines, procedures and programmes on planning, strategy and coordinating compilation, analysis and interpretation of statistical data;
ii. Spearheading identification, undertaking and implementation of relevant research projects at all functional areas of the board;
 iii. Coordinating research on existing programmes and identifying emerging issues for board’s services;
iv. Coordinating dissemination of research findings and follow up on their implementation;
v. Coordinating formulation of standard operational procedures for the board;
vi. Promoting capturing of knowledge in an external repository and organize it according to classification framework or taxonomy and use technologies that provide a means to capture knowledge and store it online;
vii. Maintaining the board’s research tools and document management systems for classification of stored knowledge and identification of similarities among separate information sources;
 viii. Facilitating automation of knowledge through technologies and document on management systems;
ix. Leading in the translation of national policy goals and programmes for the Anti FGM board;
x. Coordinating of preparation of concept papers and proposals for policy and strategy development;
xi. Providing guidance in the preparation of the board’s annual work plans;
xii. Coordinating formulation of policy and strategy activities;
 xiii. Spearheading the production of the board’s annual statutory report;
 xiv. Developing a monitoring and evaluation framework for the board;
xv. Ensuring the maintenance of database of information on the board’s projects and programmes; and
 xvi. Coordinating preparation of progress reports of the division.

b. Requirements for Appointment

i. Fifteen (15) years cumulative experience, four (4) of which should have been at Deputy Director, Programmes or a comparable position in a reputable organization;
ii. Bachelor’s degree in any of the following disciplines: Sociology; Anthropology, Education; Gender Studies, Economics, Statistics, Mathematics, Public Policy, Strategic Management or any other equivalent qualification from a recognized institution;
iii. Master’s degree in any of the following disciplines: Sociology, Anthropology, Education; Gender Studies, Economics, Statistics, Mathematics, Public Policy, Strategic Management or any other equivalent qualification from a recognized institution;
iv. Leadership Course lasting not less than four (4) weeks from a recognized institution;
v. Proficiency in computer applications;
vi. Demonstrated outstanding professional competence as reflected in work performance.

c. Essential Skills and Competencies

i. Organizational skills.
 ii. Oral and written communication skills.
 iii. Interpersonal skills. iv. Strong leadership skills.
