Assistant Director of Programmes – Policy and Research

The Anti- Female Genital Mutilation Board is a state corporation under the Ministry of Gender, Culture, The Arts and Heritage responsible for implementing the prohibition of Female Mutilation Genital Mutilation Act, 2011. The Board invites applications from qualified persons for the following vacant position(s):

Assistant Director of Programmes – Policy and Research (AFGM 4)- Vacancy No. AFGM/5/2023 (2posts)-Permanent and Pensionable

a. Duties and Responsibilities

i. Implementing policies, strategies, standards, guidelines, procedures and programmes for the Anti-AFGM Board;
ii. Compiling, analysing and interpreting of statistical data;
 iii. Initiating formulating Standard Operational Procedures for the Policy Division;
iv. Translating of National Policy goals and programmes for the Anti FGM Board;
v. Preparing concept papers and proposals for policy and strategy development;
 vi. Providing guidance in the preparation of the Board’s annual work plans; coordination of policy and strategy formulation activities;
vii. Coordination of the production of the Board’s annual statutory report; and undertaking monitoring and evaluation framework for the Board; viii. Developing and implementing guidelines for knowledge sharing techniques;
ix. Promoting adoption of effective knowledge management systems;
x. Undertaking monitoring and evaluating knowledge management activities;
xi. Preparing periodic reports on emerging trends in knowledge management;
 xii. Identifying and curating external knowledge relevant to the Board;
xiii. Optimizing functionalities for how knowledge is organized and made easily accessible;
xiv. Establishing and maintaining the repository of knowledge products produced by the Board;
xv. Coordinating mapping of the Board existing knowledge as well as periodic updating of existing knowledge;
 xvi. Coordinating documentation of key lessons learned and good practices for reporting and organizational learning;
xvii. Identifying gaps in knowledge for creation of future research agenda;
xviii. Instituting and coordinating communities of practice and knowledge brokers;
xix. Organizing platforms for knowledge sharing and transfer including talks, publications, press releases, information leaflets and website;
xx. Promoting integration of knowledge translation in all stages of knowledge creation and knowledge-to-action-processes;
xxi. Liaising with relevant functional area to institute mechanism for expertise transfer through succession management and mentorship;
xxii. Conducting research to advance research translation methods;
xxiii. Inculcating a culture of knowledge and information sharing;
xxiv. Liaising with the Board Library to monitor the publications in the implementation and use of the institutional repository, that captures the intellectual output in the Board;
xxv. Identifying knowledge gaps to guide research and innovation;
 xxvi. Leading development of abstracts, publications, evidence and policy briefs;
xxvii. Coordinating designing and implementation of technological platforms for knowledge networks with external parties;
xxviii. Supporting the Board and other relevant stakeholders in developing practice guidelines;
xxix. Ensuring compliance with respective regulatory requirements and conformation to national and international standards on knowledge management;
xxx. Providing technical expertise on knowledge management and dissemination within the Board;
xxxi. Coordinating conduction of institutional asset assessments to ensure and continuously monitor the knowledge management enablers; and xxxii. Facilitating dissemination and translation of knowledge products and tools through publications, education, training, and other forms of knowledge sharing.

b. Requirements for Appointment

i. Twelve (12) years cumulative experience, four (4) of which should have been at Principal Programmes Officer or a comparable position in a reputable organization;
ii. Bachelor’s degree in any of the following disciplines: - Sociology; Anthropology; Education; Gender Studies or any other equivalent qualification from a recognized institution;
iii. Master’s degree in any of the following disciplines: - Sociology; Anthropology; Education; Gender Studies or any other equivalent qualification from a recognized institution;
 iv. Leadership Course lasting not less than four (4) weeks from a recognized institution will be an added advantage and
v. Proficiency in computer applications.

c. Essential Skills and Competencies

i. Organizational skills.
ii. Good communications skills.
 iii. Interpersonal skills. iv. Report writing skills.
