Assistant Director Information Communication Technology

The Office of the Director of Public Prosecutions Kenya is an independent prosecutorial authority established by Article 157 of the constitution of Kenya.The Office of the Director of Public Prosecutions (ODPP) is the National Prosecuting Authority in Kenya which has been mandated by the Constitution to prosecute all criminal cases in the country. The Director of Public Prosecutions (DPP) is the head of the ODPP and operates independently as stipulated under Article 157 of the Constitution. However, the DPP is required to be accountable to the Public by presenting an annual report to Parliament and the President on the performance of the ODPP. The DPP may also be required, on a need basis to present a report to Parliament on a matter of national or public interest.

Requirement for Appointment 
For appointment to this grade, a candidate must have:

  • Experience in IT field for more than thirteen (13) years having served in the grade of Senior Principal, Information Communication Technology Officer DPP 5 or in a comparable and relevant position in the Public Service/Private Sector for a minimum period of two (2) years;
  • Bachelor's degree in computer science or any other Information Communication Technology related discipline from a recognized institution;
  • Master's degree in computer science or any other Information Communication Technology related discipline from a recognized institution;
  • Demonstrated professional ability, initiative and competence in organizing and directing work;
  • Professional cetification in an ICT related field such as (CCNP, CCNA, MCSE, MCSA, MCSD, Oracle Certified Database Administrator, CISM/CISA) or their equivalent qualification from a recognized institution. Programming skills in Experience in the design, implementation and development of ICT systems using Python, Perl, PHP,
  • AWS, Oracle Certified Professional or any other language will be an added advantage; and Meet the requirements of Chapter Six (6) ofthe Constitution of Kenya 2o1o; Integrity,
  • Leadership, Honesty, Accountability and Discipline in the service to people

NOTE: Possession of a Strategic Leadership Development course lasting not less than six (6) weeks from a recognized institution will be an added advantage.

DUTIES AND RESPONSIBILITIES
The ADICT will be responsible to the Senior Assistant Director, Information Communication Technology for assigned ICT function. Specifically, duties and responsibilities will include:

  • Implementing the ODPP's ICT strategy to ensure that the long- and short-term ICT plans are aligned to the overall ODPP strategy;
  • Implementing and monitoring ODPP ICT Work Plans, Policies, standard operating procedures and best practices to provide guidance to users;
  • Coordinating maintenance of computerized prosecution processes, case management system, network Infrastructure administration and upgrading of network systems and desktop environment;
  • Supervising compliance with all regulations, procedures, policies and quality standards in the delivery of services;
  • Implementing ICT based delivery of prosecution services to all Kenyans, which include but not limited to the Uadilifu Case Management System, digital tracking of documents, Virtual Court sessions (virtual meetings) and document management systems;
  • Implementing the Divisional budget and Procurement Plans;
  • Implementing the ICT disaster management strategies to ensure the ODPP network systems, physical environment, data and users are protected against cybercrime, risk exposure, unauthorized access and data loss in line with Kenya Information and Communication Act and Kenya Cyber Security and Protection Bill;
  • Implementing the ICT risk management framework that supports the management of ICT related risks at ODPP for the integrity and confidentiality of information at ODPP;
  • Preparing ICT user training programs and materials in liaison with the ODPP
  • Human Resource Management & development as well as other relevant Authorities;
  • Providing Mentorship, coaching, guidance and counselling to staff under them;
  • Preparing specifications ofsoftware and hardware to be procured in support ofthe ODPP operations;
  • Providing requirements, specifications and standards for the procurement of ICT related facilities;
  • Implementing the ICT infrastructure that is responsive to the needs of ODPP and that upholds best practice;
  • Implementing the disaster recovery systems and business continuity plans;
  • Providing technical support to end users for all hardware and software to facilitate ease in the use of information technology in the operations of ODPP;
  • Preparing quarterly and annual divisional reports and share with the management for informed decision making; and
  • Supervising performance management in the Division
